  • Kerajaan Beri Peluang Kepada Kontraktor Tidak Berpengalaman

    KUALA LUMPUR, 10 Dis (Bernama) -- Kerajaan akan meneliti cadangan supaya peluang diberi kepada kontraktor yang berkemampuan tetapi tidak berpengalaman untuk memperolehi tender kerajaan, kata Timbalan Menteri Kewangan, Senator Datuk Dr Awang Adek Hussein.

    Beliau berkata antara dua kriteria utama yang diambil kira dalam pemberian tender ialah keupayaan menawarkan harga dan kemampuan teknikal para kontraktor.

    "Kementerian boleh meneliti bersama pihak JKR (Jabatan Kerja Raya) supaya kriteria teknikal ini tidak akan menghalang mana-mana kontraktor yang mempunyai kemampuan dan kebolehan dalam melaksanakan projek, semata-mata di atas keperluan pengalaman," katanya pada persidangan Dewan Rakyat di sini Khamis.

    Beliau menjawab soalan Datuk Bung Moktar Radin (BN-Kinabatangan) yang meminta kerajaan menyatakan langkah yang akan diperkenalkan untuk memastikan semua kontraktor mendapat pembelaaan secara adil dan saksama.

    Bung Moktar berkata kontraktor baru yang tidak berpengalaman tidak mendapat peluang untuk memperolehi tender kerana pada kebiasaannya antara kriteria yang ditetapkan dalam notis tender tersebut ialah mempunyai pengalaman.

    "Bagaimana pula bagi mereka yang baru mendapat lesen, sudah tentu dia tak ada pengalaman, kalau macam ini (notis mempunyai pengalaman) selama-lamanya dia tak akan dapat peluang.

    "Menteri pun apabila baru jadi menteri dia tak ada pengalaman, tapi apabila sudah jadi, dia boleh berfungsi. Jadi pendekatan seperti ini harus diubah suai," katanya.

    Terdahulu Bung Moktar meminta kerajaan menyatakan prestasi kontraktor bumiputera dan sejauh mana sistem tender terbuka berupaya membantu kerajaan melonjakkan pencapaian golongan ini dalam bidang ekonomi menjelang 2020.

    Dr Awang Adek berkata sehingga kini terdapat 44,580 kontraktor yang berdaftar dengan Pusat Khidmat Kontraktor (PKK) dalam pelbagai kelas di seluruh negara dan daripada jumlah tersebut, 40,305 iaitu 90 peratus adalah kontraktor bumiputera.

    "Jika dibuat perbandingan dengan jumlah pendaftaran bumiputera pada Jun 2008, terdapat peningkatan pendaftaran sebanyak 3 peratus bagi kontraktor bumiputera kelas A dan bagi kontraktor kelas B,C,D dan E, peningkatan kontraktor bumiputera adalah sebanyak 16 peratus," katanya.

    Beliau berkata kontraktor bumiputera secara am masih belum mencapai tahap yang memuaskan dalam aspek pengurusan syarikat, keupayaan melaksanakan projek, kekuatan kewangan dan masih belum dapat menggunakan teknologi serta sumber manusia yang ada secara penuh.

    "Oleh yang demikian kerajaan berpendirian bahawah kontraktor bumiputera masih perlu diberi latihan dan peluang untuk melaksanakan projek dan memperolehi kemahiran dan pengalaman.

    "Langkah ini perlu kerana kontraktor bumiputera yang tiada kepakaran atau pengalaman tidak akan dapat bersaing dengan petender-petender yang sudah mantap," katanya.

  • STEEL BUILDING Only a few Malay's contractor involving in steel work before 90's. But at this moment the numbers of Malay contractors that involving in steel and metal works are increasing day by day as well as Electrical and Mechanical contractors and even in O&G.

    Well, I also have some experiences in built up full steel building and semi steel building. In my record I built up at least 10th of small bus station, upgrade local authority's hawker center, Big Multipurpose Hall that contain 4 badminton/takraw court c/w basketball court, upgrading Fire Brigade Building and the most remarkable is 100'X360' open building to cater mix market(wet and dry market) with Koperasi Pasar Mingguan Guar Chempedak at 2005 and completed at 2006. Even I heard many skeptical opinion from public especially Malays that I can't even raise the columns, but finally at the end I load their mouth with silent juice when the said building still stand stood till today. I still remember that there was the year when Tsunami struck a few beaches at Peninsular due to strong earthquake that also can be feel the shaken of it at my site.

    But along the project was full of tears and joy. Along the days I keep praying to Allah to assist me and keep the safe to my workers. We even works till 3 am in the early morning. I always motivate them as a warrior to themselves. Yes, I admit that the project is a bit late on completion, but I proud because it was done by totally local workers and they are all Malays and I lead them!!! Now I regularly buy meat, chicken meat, fish and vegetable under this building and till now they keep remembering me as a contractor co worker for this building. One of my buddy, Din Teleang said' "Hang ingat dak depa kata bangunan macam ni melayu tak boleh buat, dan bila hang tengah dok buat depa kata kekuda tu akan gagal pasal bidangnya yang terlalu lebar dan tanpa tiang penenghah". And before I reply he continues, " Tapi hang selalu kata InsyaAllah, boleh naik, boleh siap dan boleh guna".

  • MY PAST EXPERIENCED PT II Yesterday when I drove along jalan persekutuan to Aloq Staq, I noticed that one of my earliest work at the road side was collapsed. This building was built at around 1993/1994. So means this building is about 16 years old. I took some picture to look into what was actually happened to the building. It is an open building and can categories it as a simple gazebo . Malay call it wakaf(from Arabic language).

    The pillar was made by timber and at bottom of it is already fully decayed due to weather and season. Well, what was the thing that make me wonder is, why there are no maintaining works undergo to maintain this building, or if the authority have the initiative, they can change the pillar using the same material or repair it using other material such as mild steel hollow section(MSHS) to replace the pillar before the whole building turn down. And do they did any periodical supervision to look over all buildings that belong to them?



    And from my plain observation, the strong wind also contribute to the collapse of this building. I believed so because during this period a lot of reports make by villagers to the authority complaining that their house also struck by strong wind and as a result most of the roof of their house also trash away out.


    But the damage to this building could be repair because the roof structure is still in shape. Thanks God because lots of trees that surrounding this building has contribute in cut down a bit a force from the wind.




    I hope MDY will do something to this building because at rainy day the bikers can take a shade till it stop.

  • MY PAST EXPERIENCED - PT I After reading the blog that's belong to Kontraktor Tekun Wibawa(KTW), I think I also want to share in my blog about some of my experiences. These expiriences will only be passed the path by pure contractors. And I feel so shame when out there have many contractors have zero knowledge about their own field. They don't know what is SWG, they don't know what is G15, G20, G25 and G30, they don't know about BS and MS and they even don't know how to differentiate between Y/T/H bar and round bar! But yet they are lucky in term of getting new job from authority!!!Why? Because in Malaysia you do not need technical knowledge and know-how. X clerk, X teacher, X unemployed bla bla bla also could be a contarctor!

    Actually I started being as a contractor at 1993 under F's Class Contractor. Even I entitle to go straight for C class, but my father told me to start with F and we did as a partnership company. Well, a lot of experience I grabbed during F. There I learn myself how to cut timber plank and rail, learn the right way to nail. I also learning how to mix mortar and concrete under standard condition and kampung's standard. At once I joined with my workers to dig a mud while constructing concrete crossing under MADA's project(Most harder work to me). When the engineer from MADA came to visit my site, he asking me where was the contractor. And with full of mud showering on me, I answered that my boss are not around because only the technician and TA who knew me yet this is the first time their engineer visit my site. And till the end of his visiting the 'contractor' has not turning up to meet him.

    Hey! I drove the steamroller to roll the asphalt during roadwork on myself too. And I used to drive lorry to the all my site with my workers. I also used to tukang's term like 'curi abok' for fine tuning, 'chap cha' for sub-standard timber rails(2" X 1"), chap kang for ordinary labour kongsikong for their accommodation, and so aon. And I don't know how many of real contractors use to fill in the kong into kong's book by their own. Fill the kong's book in the way of what experienced kepala did! I learn it from Chinese's Kepala. And what means of kepala? You tell me lah!
